CITAB Commends TETFund’s Electric Shuttle Scheme, Calls for Full Accessibility for the Blind

The Centre for Infrastructural and Technological Advancement for the Blind (CITAB) has applauded the Tertiary Education Trust Fund (TETFund) for unveiling a new electric campus transportation scheme, set to launch in November 2025 across 12 pilot tertiary institutions.

This was expressed in a press statement issued in Lagos today by the organization and signed by its Executive Chairman, Jolomi George Fenemigho.

According to the group: “The introduction of a sustainable, affordable electric shuttle system marks a significant step forward for student welfare and campus infrastructure, aligning perfectly with President Bola Tinubu’s commitment to educational innovation. We commend the Executive Secretary of TETFund, Sonny Echono, for his visionary approach in tackling the mobility challenges faced by students, especially those living off-campus.”

Fenemigho continued, “This initiative is much more than a transportation project—it is about creating a more accessible and environmentally responsible learning environment for all.”

While celebrating the positive move, CITAB issued a strong appeal to TETFund and the management of the pilot campuses to prioritize the needs of blind and visually impaired students within the new scheme. The group emphasized that the only way for the project to fully reflect the spirit of the Renewed Hope Agenda and true inclusion is to remove all barriers hindering visually impaired students from independent mobility.

Specifically, CITAB calls for

Audible Vehicle Navigation: All electric shuttles must be fitted with external speakers announcing stops and directions, enabling safe travel for visually impaired users.

Tactile and Braille Signage: Charging stations and shuttle stops should display raised-letter and Braille information to help blind students locate and identify pick-up points without assistance.

App Accessibility: Any shuttle scheduling or booking platform must be compatible with screen-reading tools (e.g., VoiceOver, TalkBack), allowing visually impaired students to independently book rides and check schedules.

Training for Shuttle Staff: Shuttle drivers and student managers must undergo mandatory training in sensitivity and guidance techniques for equitably assisting blind and visually impaired passengers.

“As we celebrate this landmark initiative, we caution against overlooking any section of the student body,” Fenemigho warned. “A truly accessible shuttle system benefits all—students with disabilities, temporary injuries, the elderly, and newcomers alike. Inclusion is the hallmark of sustainable progress.”

CITAB reaffirmed its readiness to collaborate with TETFund by providing technical support and guidance, ensuring that these 12 pilot institutions set the new national benchmark for accessible and inclusive campus transportation.
